SEM’s goal is to play an active role in the development of Gabon’s mining sector while contributing through its activities to better geological knowledge and the promotion of investment opportunities in this strategic sector.
Wesbert Moussounda Ngoumba
Chief Executive Officer
Mr. Wesbert Moussounda Ngoumba joined the Faculty of Law and Economics of Omar Bongo University in 2003 before joining the University Institute of Management in Bamako in 2004 where he obtained the university degree of Technology Option Finance Accounting. He also holds a Bachelor's Degree in Accounting and Financial Science and Technology (LSTCF) obtained in 2007 and followed by a Master's in Accounting and Financial Science and Technology with Finance Finance option.

In 2008, he began his professional career in the mining industry in the Bamako (Mali) office of the Canadian Avion Gold Corporation in the finance department. In 2010, he joined another Canadian group operating in Mali: IAMGold Corporation. He will initially be a project manager on exploration activities before becoming deputy of the chief financial officer, in charge of management control. He will conduct audit engagements within the group, in Senegal and in Canada.

In 2012, Wesbert MOUSSOUNDA is appointed responsible for payroll for the Group's entities in Mali and Senegal. Then, in January 2013, he joined the Comptoir Gabonais de Collecte de l'Or, a subsidiary wholly owned by SEM, as Director of Operations.
Richard Alain ABESSOLO
Deputy Chief Executive Officer
Mr. Richard Alain ABESSOLO joined the SEM as Deputy General Manager by decree of the Council of Ministers dated February 19, 2021.
Mr. Richard Alain ABESSOLO has a degree in Finance and Accounting from the Institut National des Sciences de Gestion (INSG). He did most of his studies in Libreville. He has a rich experience in finance that he acquired in state-owned companies such as the Gabonese Shippers' Council with which he acquired an expertise in the administration of financial and state services.

Claude holds a bachelor degree in public law in Omar Bongo University and run for an MBA in Public International Law from Harvard Law School. Claude is an OBAMA LEADER 2019 and a YALI FELLOW ALUMNI 2022

Former positions: Law Analyst in the Budget and Public Finances General Directorate in Gabon, Law Analyst in the Public Procurement General Directorate in Gabon. She worked with the United Nations Office for Central of Africa in the ECCAS subregion as a Human rigths Officer.

She holded the position of Executive Assistant of Société Equatoriale des Mines.
Chief Operating Officer

Mr. Fabrice NZIENGUI holds a Master's degree in Bio-Geo-Chemistry obtained at the University of Lille 1 in France in the year 2000. He joined the Leonardo da Vinci University in Paris La Défense in 2002 where he obtained a Master's degree in Quality, Health, Safety and Environment Management.

Mr. Fabrice NZIENGUI, will start his professional career in 2009 as General Manager of Gabon Engineering Consulting.

In 2009, he joined the Directorate General of Energy as Manager of the PGES (Environmental and Social Management Plan), several missions will be entrusted to him, which will allow him to stand out and to show his skills. The following year, he was promoted to the position of Project Manager for the construction of the Grand Poubara Hydroelectric Development.

For six years, Mr. NZIENGUI will be in charge of studies at the Ministry of Energy and Hydraulic Resources.

In 2021, he will join the SEM as Operations and Logistics Manager. Thanks to his perseverance and rigorous work, he will be appointed in June 2022 as Director of Operations of the SEM.

Davy Franck NZAMBA
Administrative Director

Mr. Franck NZAMBA joined the Geography Department of the Omar Bongo University where he obtained his Master's degree in Political Geography, Geopolitics and Geostrategy in 2009. Brilliant student of the ENA (National School of Administration), he obtained his diploma of Senior Labor Inspector in 2011.

In 2012, he joined the MDIS Singapore, where he graduated with a certificate in Public Policy Management.

Mr. NZAMBA will participate in several training courses in Labor Law between 2012 and 2017. These trainings will be provided by the International Labor Office.

It is during the year 2018 that he will start his career as a Labor Inspector at the Provincial Directorate of Labor of the Estuary under the Ministry of Labor and Employment.

From 2018 to 2021, he will be Cabinet Attaché at the Presidency of the Republic where he will distinguish himself by his abilities. Finally, in April 2022, he will be appointed to the position of Administrative Director within the SEM.



  • Gabon Mining Corporation is incorporated by registration of its Articles of Incorporation pursuant to the Gabon Business Corporations Act under the name “Société Equatoriale des Mines.”

  • Gabon Mining Corporation commences commercial production The company, through its 39% ownership of North Atlantic Natural Resources, discovers the Storliden deposit in northern Sweden.

  • In 2013 as part of the development of the gold sector, the SEM created its first 100% subsidiary named the Contoir Gabonais de Collecte de l'Or (CGCO) which will have as its main objective the reorganization of Small-Scale Artisanal Mining (ASGM);

  • The CGCO collects 47 kilograms of gold at the end of 2013 and starts its marketing at the national level (it signs a partnership with the Caisse des Dépôts et Consignations to market part of its production locally.)


  • 4 gold permits including 3 in operation and 1 in exploration.

  • Acquire long-life expandable copper-gold Chapada Mine in Brazil

  • Mine first ore from Eagle East ahead of schedule and under budget

  • Candelaria mine fleet reinvestment complete and deliver first ore from South Sector underground mine.

  • Strengthening of the State's participation in the mining company.

  • Diversification of SEM's permit portfolio in Barythine and the quarry sector.

  • SEM signs new partnerships.


  • FGIS enter joint venture agreement to develop the collection and processing of gold by setting up a foundry.

  • SEM signs with a refinery in Portugal (Albinô montinô refundry) which bought part of our production.

  • Consolidation of artisanal gold activities.

  • Signature of strategic partnerships with CDC.

  • Gold is declared a strategic substance by the President of the Republic and the SEM therefore directs its investments in gold.
